Individual Income Tax Electronic Filing

A refund paper check will be issued if:
  • the taxpayer selects this option, or direct deposit is not selected, or the tax refund card is beyond the threshold for a refund card;
  • the taxpayer is a first time filer, even if they select direct deposit;
  • there is a gap between filing i.e., filed in 2012 and 2013, but did not file in 2014; or
  • the bank account changes from one year to the next.
The District of Columbia is requesting additional information this filing season in an effort to combat stolen-identity tax fraud and ensure that your hard-earned tax refund goes to you. Please provide the voluntary requested information from your driver's license or District of Columbia identification card. Your return will not be rejected if you do not have a driver's license or District of Columbia identification card, and providing the information could help process your return quicker.

DCfreefile and DCfreefile fillable forms

For tax year 2015, the following forms/line items will not be accepted using DCfreefile or DCfreefile fillable forms by some vendors. Please check the requirements of the software prior to filing.
  • Returns with a foreign address;
  • Non Resident Request for Refund (D-40B);
  • Fiduciary Returns (D-41);
  • Standalone Schedule H's;
  • Any year prior to 2012;
  • An extension (FR-127) tax return for a period other than tax year 2015;
  • An estimated (D-40ES) tax return for any period other than January 1, 2016 - December 31, 2016;
  • Business returns.
In addition to the above, the following forms/line items will not be accepted using DCfreefile fillable forms:
  • Any year prior to 2012;
  • Statement of Person Claiming Refund Due a Deceased Taxpayer (FR-147);
  • Amended returns;
  • PDF attachments;
  • Alternative fuel credits
  • Business returns.




DCfreefile FAQs

DCfreefile will allow income-eligible taxpayers to choose one of several on-line tax software solutions to electronically prepare and e-file their federal and state returns for free. BE SURE TO USE THE DC WEBSITE TO ACCESS YOUR VENDOR TO ENSURE FREE FILING FOR YOUR FEDERAL AND STATE RETURNS. If you do not meet the criteria for DCfreefile, try DCfreefile fillable forms.

You are still able to file your extension or estimated tax returns and payments using eTSC or DCfreefile, in some cases. You may also be able to file Tax Year 2013 and 2014 returns, however, not all vendors support extension or estimated tax returns and payments or prior year filing.

For tax year 2015, the following forms/line items will not be accepted using DCfreefile by most vendors:
  • Standalone Schedule H
  • Non Resident Request for Refund (D-40B);
  • Fiduciary Returns (D-41);
  • An extension (FR-127) tax return for a period other than tax year 2014;
  • An estimated (D-40ES) tax return for any period other than January 1, 2016 - December 31, 2016;
  • Returns with a foreign address;
  • Business returns.

If you are married filing jointly or registered domestic partners filing jointly, or married filing separately or registered domestic partners filing separately on the same return, enter the name and SSN shown first on your return, then enter the name and SSN shown second on your return. Registered domestic partners filing jointly, filing separately on the same return must prepare a not-to-be-filed (mock) joint federal return before completing the DC return. If filing jointly is chosen, enter the total federal adjusted gross income of both spouses/partners on Line 3, Form D-40.


Free fillable forms e-File FAQs

District taxpayers will be able to electronically file, or print, their D-40 Individual Income Tax Return using fillable forms. DCfreefile fillable forms will support most of the DC individual income returns and schedules. A complete listing of what is and what is not supported can be found in the Free fillable forms e-File FAQ's. DCfreefile fillable forms do not have income or age restrictions.


For tax year 2015, the following forms/line items will not be accepted using DCfreefile fillable forms:
  • Standalone Schedule H;
  • Any year prior to 2013;

  • An extension (FR-127) tax return;
